Fortunately most shops present far less challenging obstacles. written document setting out key aspects of the approach, plus annotated drawings and face to face meetings may be needed. • Be aware that approval of proposed works does not necessarily mean the proposals are compliant with the 2010 Equality Act.⁴ The latest amendment to Approved Document Part M also includes the requirement for Changing Places toilet facilities to be installed in places of assembly, recreation and entertainment buildings with a capacity for 350 or more people. This includes heritage venues such as religious buildings and theatres where the service provider duty is in place. These facilities provide changing and sanitary accommodation for people with multiple and complex disabilities who require one or two attendants.⁵ British Standard 8300-2:2018, the most recent version, goes further than Approved Document M, stating that an inclusive design strategy should be produced before any work is undertaken. The strategy should highlight that (i) the requirements of visitors and users are clearly understood, and (ii) the significance of the setting. Proposals should: • demonstrate an understanding of the existing context, including the historic building and important or distinctive local features • demonstrate an understanding of the values attached to the existing building that need to be considered (for example, an ecclesiastical building that holds religious and spiritual meaning). • identify the challenges that need to be addressed • identify the optimum solution which addresses the issues identified within the context being delivered. ¹ Equality Act 2010 Statutory Code of Practice: Services, Public Functions and Associations, 2011, page 90, 7.4, in ‘ Easy Access to Historic Buildings ’, Historic England 2015 2 bc-url.com/scot-pan78 3 bc-url.com/historic-environment-scotland-2014 4 The Building Regulations 2010: Access to and use of buildings, Vol 2 – Buildings other than dwellings 5 Amendments to Approved Document M: Access to and use of buildings Volume 2 – Buildings other than dwellings Recommended Reading Easy Access to Historic Buildings , Historic England , 2012 bc-url. com/historic-england-easy-access Managing Change in the Historic Environment: Accessibility , Historic Environment Scotland, 2010 bc-url.com/hes-managing- change2010 JESSICA TOOZE is Cathedral Communications’ editorial assistant.
